Well, one thing they need to do is make special, and heavy weapons...extremely rare. They -blam!-ing dominate every match. They make shotguns that are sniper rifles, they make machine guns that carry crazy amounts of ammo for a heavy, and do insane amounts of damage.
Heavy should be something that is sought after, like in halo, as a game changing weapon, with one or two uses. Same with snipers. For crucible, they should honestly have generic weapons, with similar perks. Leave the variety of weapon choice to PVE content. It was a novel idea bungie, but you've made it very clear you can't get it right. Take a look at fusion rifles. A weapon type that is so fickle, its really pointless to use it. They can't get snipers right, they can't get shotguns right, they have to nerf every gun. Here's a -blam!-ing clue bungie...get rid of the variety. Give people the option to choose from an auto, pulse, scout, and leave the special and heavy weapons to drop at determined times and places, or switch the drop locations ect, and just let the primaries duel it out.
