Go to the Vanguard Quarter Master. Interact, scroll down, Armor Materials is under the Relic Iron.

Strange that. I bought some from it about 3wks ago. Did you go to The Vanguard Vendor opposite the Dead Orbit faction? Make sure you scroll to the bottom, right to the bottom under the materials for sale. It looks like a white package.
