What, why?
The problem isn't Bungie's ability to make menus.
Logistically, it would take a ridiculous amount of resources to add custom games and, with Destiny 2 coming out in a matter of months, it wouldn't make sense for Bungie to add them.
Destiny 2 on the other hand...

The thing is they could already have something cooked up, but may choose to release it early. Who knows?
