It's...interesting to say the least.
The Conflict update introduced us to some really irritable things in the Dark Zone, namely one thing: rope-cutting.
When i heard about this feature, I nearly lost my shit. I was about to uninstall the game and snap my disc in half, but instead I thought "hey...why don't I give this a shot to see how shitty Ubisoft made this game into".
After the new update finished, I booted up the game and went into the DZ. Since my gear score was kinda low, it put me in the 161-200 player bracket.
And my god, the server I was in was full of Rogues. Saw some guys spawn camping the DZ checkpoint. A team of two people passed me, then pointed thier guns at me and killed me from behind. I had no Loot on me. Just goes to show ya that in the 161-200 bracket people love being assholes.
So I decided to run through the new Incursion to get my gear score up. After one single wipe, some guy leaves the team. Really? We die once and you decide to leave? Fuking elitists...
Anyways, my second try around nobody died and we finished it. Clear Sky was hectic but very quick if you know what to do. But some people are stupid sometimes...like when planting the bombs in the finale, staying in a group of four on one side makes it simple. Some guy decided to go Rambo and get the other bomb on his own. We had to wipe thanks to him, and he left afterwards blaming his failure on us. -_-
So, after completing that and a few HVTs, I got my gear score up to about 203 which placed me in the 201+ bracket in the DZ.
I went back in the DZ, and holy crap there's like no Rogues in there at all. Apparently players with 201+ gear score don't like to risk having thier Loot stolen because they need to rank up. There is the occasional dickhead who likes to cause trouble and cut the rope, but they're dealt with quickly after they go Rogue.
No mercy for the wicked ;)
And that's about it.
The Division still has some weird bugs, but nothing big and game breaking from what I've experienced so far. I could be wrong though :/

That's how The Division is. To get to the best part of the game and community, you have to get through the trashy asswipes that are more toxic than cyanide mixed with snake poison. And it's definitely worth it in my opinion.
