How about permanently banning lag switchers. But when I say permanent I mean ban their account, erase their characters or make all gear and weapons unusable if they somehow unban and get back on, ban their ps4 and ban their PlayStation/Xbox live account. We have no place for cheaters that need to cheat because they have no skill and result to cheating. If you can't play fair you don't need to play. Blizzard is doing it with overwatch you guys can do it here with destiny.
