Am I reporting the lagging issue correctly? Or do you simply not care about matchmaking connection quality?
How can you even allow this person playing rift?

Hi, Individual needs to be reported from several people for action to be taken, from my understanding. But all lagging issues, which seems to give someone an advantage (more or less cheating) should be reported.

Pretty sure no one cares. IB has been terrible tonight, reported several people but it never gets better. It's bad when just about every match is laggy.

Not sure if I understand when you say how they allow this person from playing rift... I mean, this happens on every single game mode... and i am use to it on clash or control, I just ignore those 2-3 red barring, but have you tried playing elimination or skirmish with 2-3 people red barring? And the answer is I dont think bungie cares at all.. this has been going on for a while now and still we havent heard back from them :(

Reporting is a problem that must be dealt with en masse, meaning that many people need to notice and report the trend of an individual cheating in game. The best results have come out of streamers who have noticed laggers and/or cheaters during their stream and then have asked all of their viewers to report the alleged individual. But like I said before, many people must report an individual in order for a ban to take place.

Informing Bungie is the first step and then they investigate. They do read the reports just look at the number of "Why am I Banned ?" posts on this forum.
