You've never seen Angel used effectively because the other options are better. You can get quick sniper Headshots with it. Even if the burn wasn't in that tree people would take double grenades. But Titans with Graviton Forefit can pull off the kind of things I'm talking about.

I'm aware I've seen true vanguards video's on it. It just doesn't have a place in competitive play, which is where the concern is mostly. 3v3 competitive play.
