Women in Africa are topless all the time and aren't sexualized because those people aren't socially conditioned to sexualize breasts. And I don't even have to be topless for men to objectify me. I can be wearing a -blam!-ing parka and men will still make gross comments. It's a culture of male dominance and entitlement, it has nothing to do with how we're dressed.

In parts of Africa it is part of the adopted culture for women to be topless. It is normal there. You are correct that breasts are simply sacks of fat, meant for nourishment, but I can guarantee that that fact will not change the way men look at them. There are some very slimy people out there who will take advantage of you being topless. I don't believe that it would be a good idea to try to change the thought patterns of an entire culture on the basis of, "Because I said so". I just can't see this idea playing out well in the real world.
