Bungie. You really should make the light level difference actually matter during IB. The players at large have crucible where everybody can play at even strength but IB should be different. It is something special and should be treated as such.
IB should be something that one has a month to grind and improve the right set of armor and the ideally rolled weapons to get an edge. That also means increasing that equipment and guardians light as high as possible.
As it stands, there is zero substantive difference when two guardians with dramatically different light meet. I know you say there is but I have seen it first hand many times. Scores of ppl sub 300 winning a firefight with 317 and up. The current 0.2% or whatever nonsense handicap it is should be raised so that each guardian has to (HAS TO) have put in the time to be competitive.
I really look forward to IB but it could be so much better. Think about it. Really think what the purpose of IB is per your definition and then tell me that light level advantages shouldn't be as I said.

I disagree casual players should be able to be competitive, also you can grind a million years, have shit rng and never get above 310 or 320
