So in the stream the reason why they don't differentiate balance between PvP and PvE is because they want to keep the game consistent. If you want to argue consistency then the Bungie team needs to learn a thing or two about validity.
1. Since the community is your main source of information and your biased PvP testers are going to tell you what you want to hear, only make ONE change to something. If you make multiple changes at one time you cannot identify what made the change and if it goes too much in the wrong direction you are just creating more work for yourself considering you don't know what was the cause.
2. When testing weapon and subclass changes, TEST IN PVE as well. This one sided testing in just PvP is basic research methods 101. You cannot test something sololy in PvP and justify that it is a good change in PvE as well.
