Again, shotguns have been balanced separate in PVE and PVP for almost a year since 1.1.1 which was last February when they got a 100% damage buff against non guardian combatants. They were ridiculously strong in PVE to the point it was silly after being in the gutter from Vanilla to mid TDB.
Mythoclast was op. Even in PVE it had like 60+ shots per mag and did a ton of damage.
