There are no normal scouts that take 2 head shots, the exception is jade rabbit if you pre-prime the perk by bodyshotting another guardian.

Nope. Even that isn't enough damage. High impact scouts can two hit kill with reactive reload though.

Probably unseen damage. I've tested the gun on s low armor Hunter and it cannot two hit kill.
