The Sterling Treasure is easily obtainable through everyday play. Also you get 3 (for free) every week. The packages don't give you any real in-game bonus, they are only for cosmetics as have all the previous microtransactions.

The sterling treasure armor has random rolls and the infusion is now 1:1, also reputation boosters can drop from them, making it easier to level up factions and get other rewards.

And that does not cause pay to win. Now if they were selling 350 gear, then it would be pay to win.

As I stated above, it is very close and borderline. When bungie first introduced Eververse, they stated that it would only sell cosmetic items, this is no longer true.

No, it is not yet, because you can still get 3 weekly. Also since you need to do the end game content to level up the gear, it is not pay to win. It is some gear that you can get for cosmetic purposes and they made it so we can get it quite commonly by playing the game.
