Yes its still in the game, i got it last week for my warlock which i started about 4 weeks ago. I cant remember but pretty sure you get it or i did at least from one of the missions but cant remember which one it was, sorry.

You'll need to complete the Dark Below story missions.

If you check the abandoned quest kiosk you may have the Dark Below quest lines. I am sure you can get it from there. But if you want to you can start a new character.

You got to start a new character and it's a reward from a mission that you get from Eris morn.
