San Andreas or Vice city.

Vice city was great but San Andreas smoothed out its bugs also 80s was my childhood (vice) 90s my teens (Andreas) so identified more with Andreas

The GTA I spent the longest time on was SA. I really liked that one. *I spent more time on GTA:O than both of those but I don't count that since it's multiplayer.*
