Could you elaborate with factual evidence? Without being any sort of mathematical expert, it seems to me that a 0.04% buff would decrease the time-to-kill by, what, half a bullet or so? If I'm wrong, I'll gladly admit it. But 0.04% seems pretty damn insignificant to me.
