It means to take something with no stated limit and run with it saying it has no limit. For example in Pokemon the move Protect blocks any move in the game. So if I went around and said "Protect is unbreakable by anything because it can't be broken in game". That would be a no limits fallacy, assuming because something has no stated limit that it has no limit at all.
