It's not really anything new, it's just the other half of what you paid for.
If you did not buy TTK, you won't get the update. That means it isn't for free.

Edited by Val44: 3/18/2016 4:52:00 PMIt is free because when you bought TTK there was no promise for this update. So whoever did not buy emotes , to them this content is for free. And obviously it is tied to ttk purchase because you always need the latest DLC to play current endgame stuff.
