The spring update can't be free for players without TTK.
If the spring update is for free, then everyone will be able to reach max light level even if they haven't purchased the previous DLC.

1 ReplyIt is free. TTK is a $40 season pass and this will be part 2 of the dlc. Hell the Fallout 4 season pass was only $30 up until a few weeks ago and we are getting way more content with that.
