Yea definitely agree. I my self have Max Grimoire (4870 :P) and while I can't exactly say it equals skill for PvP,in PvE I've knocked hard raids out 40 or so minutes with a team of Max Grimoires. No wipes or anything.
You have to actually play the game to reach max. 50 raids,100 wins in most crucible game modes,etc.
