This battle is a stalemate if people like Oryx start their home dimensions as reality warping battles cannot be won.

Flood are Precursors and have access to most of the technology through their neural processes.

Did you even read the books? They nearly wiped the Forunners using Precursor tech. Star Roads especially turned the tide in their favor.

Actually most, if not all precursor technology was destroyed when Halo was fired as their technology is based off of neural physics and Halo rings destroy neural networks.
