Which is funny because they are technically forcing a review embargo by pulling the same stunt Bungie/Activision pulled with Destiny. The first quote refers to it being the best game seen at E3 2013. Seen, mind you, not even played. The second is a misquote referring to the Division beta being better than the Destiny beta in terms of numbers. Ubisoft is working so hard to sell a review-less game (same thing with Destiny) that they have to run old quotes and misquotes to make the Division seem popular.
