TLDR - How do light levels work in PvE and PvP, post TTK?

First off, if there's a nice explanation of what the heck light is and how it works, please point me towards it. I looked but the search brings up lots of mostly way outdated posts on the subject.
I have several questions that I've been wondering for a lil bit now.
1- Is Weapon Damage a function of TOTAL light OR Weapon Light only? For example, say every item equipped is 300, and doing a 280 heroic. Will I do the SAME damage if the gun is 170, but (via other gear) my light is still 300?
2- Does damage taken/dealt have an upper or lower limit? What I mean is, if my 300 sniper rifle does 30k damage on a Level 30 Red Bar Thrall will it do the same damage on a level 10 Red Bar Thrall? As for damage taken, if one could reach say 1000 light, would damage taken from a level 30 thrall be any different from light 300? A level 40 thrall? At which point do the numbers change?
3- How does light relate in PvP matches where light levels matter? Is there a cap? Say...the opponents are all 100 light and you are 320, do you do MORE damage and take LESS damage than you would at 319?
4- Are certain sources of damage explicit in damage delivered? Meaning for examples, do all tripmine grenades explode for X damage when attached to a face, regardless of light level of the hunter? So does a level 5's tripmine do the same damage as a level 40 in level based PvP?
