Cortana could just hack the Vex network and have a whole race at her command

As powerful as Cortana is, I doubt she can control a network that she is far unprepared to handle that is universal wide.

The Forerunners network is universal wide and as of H5 she's in control of that. Plus the Forerunners reseeded the galaxies after they wiped all life out.

One does not simply hack a brain, especially one as alien as the Vex's

If you can control electrical impulses you can control the brain.

The "Electricity" in brains is comprised of the flow of positively and negatively charged sodium ions, while electricity in computers and other digital media is comprised of the flow of electrons. They are two very different systems that have very different properties. The only reason we equate the brain's neurological pulses to standard electricity is because they can both be measured with the same equipment.

No it's really not. The flow of ions is chemical, it's organic, while it can be measured it can't be controlled by any digital technology. The only reason biological nervous systems react to the flow of electrons is because they can conduct electrons as well as ions.
