What is better, a nova bomb that splits into three and tracks enemies, or a nova bomb that creates a vortex that is bigger and lasts longer?

Split for pvp and vortex for pve

I use lance. Think it works better than the 3 small ones, that's me though Nova bomb need a pve buff. Barely does any damage even with vortex
