Forerunners: A fraction of their industrial capacity allowed them to build a Death Star worth of material every 5 minutes. Can warp time and space on a galactic scale Have energy generation to allow civilian equipment to destroy worlds. Etc. Also, it only took the Flood 4 to 10 years to take over 2/3 of the Galaxy. The Forerunners alone had 3,000,000 worlds (2054.8 worlds a day or 822 worlds a day, this ignores the other worlds in the Galaxy and the Floods exponential growth). The Star Rods, which can crush planets into black holes. The Logic plague, which drives AIs insane with information overload. The Key Minds, which infect and warp reality. Etc.
