The peak of the Vex to my knowledge is them becoming one with the universe and being making their existence a law of physics. So I wouldn't think so as these beings are not based on time or space.

Unknown. The two main ideas of mine are they either always existed, or they existed in a physical universe then transcended somehow. They are the creators of all known life in halo, so maybe they always existed and decided to create? But in the end, idk.
