To be clear, I'm doing the Last City vs the UNSC
The last city has several advantages: Incredibly mobile forces, semi-invincible troops, and space magic.
However, those are their only advantages.
The UNSC fleet far outnumbers the Last City and has far superior weaponry.
There are far more soldiers in the UNSC that the Last City
Despite what many think, darkness doesn't kill guardians, at least as far as I can tell. It prevents their ghosts from reviving them. Also, to revive a guardian, a ghost must materialize and stay still for several seconds. This would be more than enough time for any Spartan to shoot and destroy the ghost.
However, if you are pro Destiny, you may think Guardians can beat Spartans anyways, so the Spartans would get good enough chances to kill ghosts.
Spartans have better shields, and similarly powerful weaponry. They are faster, smarter, and stronger. They are also better at fighting tactically and adapting to situations, while guardians tend to rely on revives.
Despite the advantage of space magic, most supers would very little offensive capabilities. Golden Gun would be very good, and so would Titan bubble, and self res would totally throw off a spartan. However, the rest are either too slow or only good in close quarters. Not to mention most guardians wouldn't have time to use their supers, because they need kills to use their supers.
Basically it's a silly question, because the Last City would get screwed.
