It's the fact that handcannons, all of them, have an rng cone that replaces headshot skill with luck. The further the shot, the larger the cone. I'm sure you are aware of this mechanic when you KNOW you had it dead on a headshot but either missed or became a body shot that led to your demise when your opponent's pulse or auto gun out performed you.
