So I have been thinking a bunch about exotic weapons and I think they are awesome. They all do something unique but sometimes the abilities can be a bit...lackluster.
I just want to propose some ideas for exotic perks. I also want to point out the ways they can be useful in both PvP and PvE.
Magnetic Disruption: Enemies are unable to begin shield regeneration for 5 seconds.
I see this perk fitting best on a fusion rifle
In PvP this would stop the health regeneration process almost completely while the debuff is active. The only exception would be in the case of abilities or perks that start health regen and even those wouldn't work much more than the same way health regens with the exposed modifier. It would also prevent the abiltiy to gain an overshield completely while active.
In PvE it would help deal with the slightly more challenging shielded enemies in the game by giving you time to go behind cover and regenerate yourself without having as much risk that the enemy shield will have returned.
Bolo Rounds: Target is slowed when hit.
I see this fitting best with a shotgun.
In PvP the weapon would be able to take away a guardians speed similar to the weight of darkness debuff from the the crota's end raid and jumping would become limited.
In PvE this would be a good way to keep melee enemies at a distance and as an added bonus would prevent any teleporting, keeping enemies from being a hassle such as minotaurs and captains.
Lesson Learned: Killing an enemy causes all damage against all similar enemies to increase significantly until a different enemy type is killed or the weapon is reloaded.
I see this on a auto rifle or hand cannon.
In PvP buffs damage against the same class that was just killed.
In PvE similar enemies would be by type. Dregs increase for dregs. Acolytes buff you towards other acolytes etc...
Bunker Buster: Locked on rockets fly upward for a time before coming down on their target. If the trigger is released the rocket breaks up into smaller, less powerful rockets that continue their trajectory. If the trigger is held the entire time the rocket stays in one piece and can deal critical damage on a direct precision hit but with a very small blast radius.
This one can only work with some form of rocket launcher.
In PvP this would be good for some and bad for others. The small rockets can be devastating but they are dumb so you have to time the trigger to barrage your enemy while the rocket can still track. The single rocket will still work to kill but it can only get one guardian at most.
In PvE this will be a very versatile choice allowing you to do damage to a group but also giving you a powerful anti boss weapon. The only disadvantages would be that locking on in a small space would drive the rocket into the ceiling and that precision shots on some enemies aren't always on top forcing you to dumb fire and risk missing completely.
Master of Fate: Weapon deals 15% bonus damage to all minions of the darkness.
Weapon should be the reward for a long quest involving intense PvE challenges. Player should be able to pick their preferred primary weapon type with the perk.
In PvP this perk isn't really a factor.
In PvE this weapon should symbolize a mastery of PvE content at all levels. The perk should apply to ALL PvE enemies.
Champion of Light: All ammo crates grant reserve ammo to this weapon. Dealing damage to an enemy lowers their damage toward the user.
Similar the the above weapon, the quest for this weapon should be extensive and challenging, with a reward that dedicated PvP players can appreciate. This would also be a primary of choice.
In PvP this might be considered overpowered in a one on one fight and most of the time that would be true. It is designed to.
In PvE the ammo would be nice for juggler modifier activities but the debuff would be designed to really only be noticeable in PvP.
An Old Friend: 85% of all shots fired return to reserve ammo. Every second reload is extremely fast.
This is my concept for the Khvostov 7G-02 as an exotic.
In PvP this has the potential to be a lifesaver with every other reload being extremely fast.
In PvE this perk is all about staying in the fight and dealing as much damage as possible
These are just a few ideas. What do you think? Which is your favorite?

Khovostov is a great idea. The Champion of Light sounds good as well
