Ok, so most guardians are chasing that one piece of 320 gear to get to 320 overall light. (If you have a ghost or class item at 320 prior to Crimson NICE!) I got a 320 class item once (ironically followed the 319 that dropped the week prior for the same character).
Personally I think the for the most part the drop rate is fine for an item to drop, as for light level being anything 318 or higher (let alone 320) is the problem.
Simple math... Let's assume the item has a 50% drop rate, and assuming Bungie left a flat randomness to the light level you have a 1 out of 11 chance (310-320) that it drops at 320. So that's 50% x 9% = 4.5% chance of getting a 320 class item. So if you run the raid 100 times you should 4-5 of that item at 320. IF the item drop rate is only 33% you have less than a 3% chance of getting 1. Even if an item dropped 100% of the time you only have a 9% chance at the light level you need.
Personally I think that's way too low.
If Bungie changed one thing... Eliminated 310-314 drops (effectively only having 315-320 possible), this would almost double your chances. Even if 100% of the time the item drops it's still only a 17% chance at 320. At least we'd see it more often and keep coming back. <--- this is what replay ability looks like in PvE.
