The gun wasn't meant to act as an ammo crate for other weapons.

It's been like that for all of year 1. If Bungie wanted to change this, then they would have changed it already. It's been an ammo crate for a year and a half now...

I know it has. But they didn't need to change it because no one did it in pvp very often because ammo crates were in abundance

And they still don't need to change it. There's a reason why you can check load outs before the game. If someone is using icebreaker, then either put one on yourself, or stay out of a sniper lane and get special. It's not difficult to beat an icebreaker, especially since they have around a 30 second timeframe to get a kill before people get special.
