It will have no effect or it will have an effect? If so, what exactly? Couldn't they just add things that are exclusive to next gen, or just work better in general?

I think the biggest thing would be a huge upgrade on graphics. It's all about money though and Bungie is all about the 💵💵💵💵💵💵💵
