Pretty sure the rewards are based on your current light level. My bet is that you had a few year one weapons on that brought your light level down.

I opened the bounty as a 316+ and still got a ghost shell at 300 light.

Dang. I was just judging by my own experience, but I guess it's completely random then. That sucks. Almost nobody will get a 320 ghost.

I don't know man, I was running around 280 light level and got a 318 sugar shell.

Really? Well maybe I'm completely wrong then. I was playing at 296 and I kept getting ghosts that were just above 300.
