The ghosts are scaled to your light level.
So if at the end of a match if your rocking year one weapons you are getting a lowlight ghost.

Not true, all my primaries are 310, I was 310, but got a 296 ghost...even my ghost i had equiped was higher lol.

Maybe the package one is random, but the ones at the ends of matches are scaled.

According to Reddit it is. Everyone I know running a 240-250 loadout like they do in sweats, are getting 260 ish ghosts. I'm sure there is RNG involved, but the only one I saw drop was 306 for someone running a 301 light loadout
