Is the Roadborn perk broken?
I've done a couple of other Chaperone-related posts on what needs fine tuning, but the Roadborn perk itself seems to be broken just now? Someone suggested I post about it here in #Help.
Precision damage, pre-patch - 201
Precision damage with Roadborn, pre-patch - 274
Precision damage, post-patch - 224
Precision damage with Roadborn, post-patch - Still 224??
There is now no multiplier being applied to precision damage whilst Roadborn is active. The floating yellow number for precision hits seems glitchy too. On occasion it actually changes while it floats, and within the same short range the precision hit sometimes appears as 197, and not 224.

See the 3 kills from 17s to 25s. First kill is an odd 197, then follow ups are at 224 which is what precision damage should be before the perk procs.

See the ONE kill from 31s to 33s. It's the third one to for triple down. Pause & play it frame by frame and you'll see the yellow damage value first appears as 226 then changes to 199. (I'm guessing this might be from Iron Banner which explains why the 2pt difference from 224 and erroneous 197).
If you watch the clips, then the 197 is certainly not due to range and damage drop off. And even so, that does not explain the changing number, nor the lack of multiplier for precision hits with Roadborn active.
Oh Bungie, please fix and/or explain!
PS While I'm here, the new base damage of 128 is far too low. 163 would be more reasonable to maintain a useful synergy it had with Defender Titan's Weapon's of Light bubble. Fully buffing 128 takes it to only to 172.8 which is less than what it originally was.

That first shot was most likely damage drop off, but I could be wrong. Does the roadborn perk increase range because that could be the reason why your damage increases.
