INTRO (if you don’t like to read this all you can skip this intro and go straight to HERE’S MY IDEA!)
I personally LOVED reforging my weapons in the HoW period. It gave me some feeling of control over my guardian. Also the gambling part was exciting!
I also understand why people are/were against reforing. Shotguns were still a viable weapon in the HoW period and introducing a reforgeable Party Crasher +1, Matador 64 and Felwinters Lie was not a great move on Bungies part. Almost as if those weapons were introduced to start a riot against reforging (conspiracy theory, anyone?). Pretty much everybody went on reforging their shotgun until it had shot package and something that extends its range. Boring! (B.t.w. I was guilty myself for doing this...)
But the problem here is not the reforging part, but the OP perk(s). But now shot package is gone, high impact shotguns are pretty much gone, reforging is gone. A lot of crap perks were introduced in TTK to water down the chance of getting a good roll even more. Bungie; no reason to NOT give players back some sort of “control” over their weapons/armor.
Whenever I get a legendary gun (and that doesn’t happen a lot) I check its perks:
“no, meh, no, hmmm, meh, no, no, ugh. Can I infuse it? No. -> DELETE.”
I didn’t count, but I guess I never even used 95% of the weapons once I’ve gotten in TTK. Never even felt the slightest urge to use them. Such a waste.
With reforging gone and the amount of legendary drops in TTK going down the drain, the chance of getting a legendary weapon that feels like it is perfect for you is pretty much slim to none.
HERE’S MY IDEA!:
Like with many nerfs, reforging was nerfed way to hard: It has been removed from the game!
So how about giving reforging a slight buff by giving a maximum amount of reforges per weapon/armor piece? Whenever you get a legendary weapon or armor piece it has a countdown timer of the amount of reforges you can do. After that it is frozen with the last set of perks. I don’t know what a good amount is: 10? 20? 50? 100? I think the first 10 should even be free! :-)
This way you can’t go on and on and on until you have the God roll, but you still have a reason to keep the gun and see if you can get a set of perks that will keep you from turning the gun into weapon parts.
When applying this idea to armor, you get some form of transmog. Something that has been requested A LOT over the last 1,5 years. :-)
What do you guys & girls think? Bump if you like and bump if you dislike. ;-)

I've been saying this for ages. Max 3 times per weapon. And it should cost motes of light, and 5000 glimmer.
