I don't really mind if people stand and wait, but if you see red, pick it up. That's what I do. If I see no immediate danger, then I just wait for peeps if I see them coming. However, the moment I see red, I grab it. Doesn't matter how close you are then because I'm not getting -blam!-ing Fist of Panicked. The only time I don't wait while also being in no danger is when I know everyone is on the other side of the map and I'm capitalizing on a really great opportunity. As far as heavy in objective modes goes, it's a bittersweet thing. It throws off the flow, but it creates a very interesting shifting in gameplay that can really be capitalized on based on what each team decides to do, and how smart solo players decide to use the opportunity, especially in rift. I've made so many free dunks and capitalized on heavy drops by just saying "-blam!- the heavy". My only issue with it is that it creates too large of an advantage when only one team gets ALL the heavy. If the winning team gets all the heavy, it only pushes them further into the lead. However, if it's a close game, it might basically win them the game. As an element in the game, that's not necessarily a bad thing. A strategically handled heavy ammo period can be a show of great teamwork and strategy if utilized correctly, but along with supers, it often gives certain teams too drastic of an advantage, but it's casual PvP, so I'm not complaining. It's only really an issue to me in Iron Banner because the event is designed to be sweaty and heavily focused on Victory, so it's annoying when you lose simply because somebody made a mistake during the heavy period, one guy dropped a super at the right time, or a few people made an odd call and it paid off negatively or positively.
