I have a fairly modest medal score, or so I believe, and I care to disagree with practically your entire list. Ill go in detail below.

1 and 2.) Strikers specifically spec for this. They lose the ability to tank golden gun shots and hit max armor without it. Even more so, you need to be running this to matter, same with shoulder charge. They are both easy to deal with and leave striker weaker during his super.
3.) Its an exotic. Its ment to be powerful. Get over it. Many shotguns outclassed this one by miles anyway.
4.) You have got to be shitting me. Its an overshield that is slightly better than flame shield. It also requires heavy CQC play. In the current meta, CQC doesn't work so well.
5.) It burns through ammo like a mother -blam!-er. Fusion rifles in general are weak.pop Those two things are huge downfalls.
6.) Heavy ammo is a tide turner. In 3v3 you need to work as a team. Securing heavy ammo is fairly easy. If they are dominating you that badly that they pull double heavy.. they were already going to win anyway. If you pull it equally, its not unbalanced as you [b]both[/b] have it. The team who plays the heavy round better will win. Simple as that.
7.) Self res is a perk. Its easy to shut down and very predictable. I would rather this then their tanky -blam!- your entire team version of Radiance.
8.) Waste of an exotic. If they choose to waste it on that, fine. If you're such a good player and can't deal with the enemie's teammates being picked up a second faster, thats your problem.
9+10.) These are both fine. If you think they're annoying, so be it. They are not broken in the slightest.
