No, this won't change the tide of Destiny (too late for that), but it might save what will eventually become Destiny 2... if we're lucky.

Seriously wonder if this isn't part of the reason it was delayed into 2017 to let his new direction manifest itself in the game.

It is certainly a possibility. I'm perfectly okay with them delaying it regardless of the reason. More time will hopefully give them the chance to take the solid core of what they succeeded with in Destiny, and expand it (hopefully) into a truly living world for Destiny 2. Despite its flaws, I still thoroughly enjoyed Destiny. The nearly flawless FPS game play mechanics and pure fun of running events with friends kept me playing for a long time. But then I didn't burn myself out quickly like some people because I understand my consoles can play more than one game. I've still got plenty of games left to play that I haven't completed, and lots of other great games coming out in 2016. I'll check in now and again on Destiny to see if they add anything substantial (unlikely), but I don't see myself regularly (if at all) playing in Bungie's world until Destiny 2 arrives, but I've go plenty other worlds (games) to keep my pre-occupied until it arrives.
