You need a Parasitologist on your Medical team (Code Talker: acquired after Mission 29) and a level 25 R&D and Medical team.

You get if after completing episode 29 and have R&D and medical at lvl 25.

Bump I have it max level, but don't have a clue now how I got it, needed it max level (armor) to finish that task on Quiets last mission (extract about 14 tanks, hardest task on the game)
