You have no information regarding how the matchmaking algorithm chooses players because you don't work for bungie (I don't either), so your statement is based on nothing other than confirmation bias.
I think it's highly unlikely that it completely ignores connection given there is an ability to report players for "bad connections" specifically to improve the matching experience.
That said algorithm likely weights skill above connection seems reasonable however. But it's influence on how and how often we experience latency in the crucible is something we can only speculate on given the available information.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
