This is a request to allow players to influence / chose the perks on their weapons and gear.
[u][b]A BIT OF HISTORY[/b][/u]
House of Wolves brought many features, one of which was the possibility to reforge weapons. As you know, that option allowed players to randomly reroll the perks on any legendary gun (short of Raid weapons) until it was fine tuned to their playstyle, all at the cost of some motes of light, a few weapon parts and a fistful of Glimmer.
Some players disapproved that feature. They felt it made a lot of weapons lose their uniqueness and feel the same. That impression was due in no small part to the fact that the vast majority of the playerbase would gravitate towards a few superior "god roll" weapon builds and neglect everything else.
However, the option to reforge weapons also had several advantages that made it a fan-favourite.
For starters, it allowed a semblance of theorycrafting. Not only would players be on the hunt for optimal builds for every gun archetype out there, but the most invested of them could potentially create weapons taylor-made around subclass builds or even complimenting exotics. Granted, the possibilities were fairly limited compared to the extensive number-crunching available to World of Warcraft players, but it was a start!
Also, it felt like it partly lessened the grind associated with an RNG based loot system. Once a player had acquired a certain gun, he could experiment with it by reforging it instead of solely relying on RNG to grant him a perfect roll. In that environment, every drop was an opportunity to discover a sleeper hit, whereas in the current system, most drops are just discarded outright the minute they offer undesirable perks... making them feel not so much like rewards at all!
Finally, it made hardcore players who are heavily invested in the game feel rewarded for the time, thought and effort they put in their loadouts. While RNG still played a part in unlocking weapon templates, the way every gun behaved was at least the result of careful planning. As it stands now, someone could grind for a hundred hours hoping to get a drop that perfectly suits his playstyle only to see a teammate randomly get that precise roll... and then proceed to dismantle it right away because it is useless to him! Not exactly fun...
[b][u]REFORGING 2.0[/u][/b]
In short, I think Destiny would greatly benefit from the return of weapon and gear rerolling, albeit in an updated and expanded format. How should it be implemented, improved and expanded? It should tie in with Armsday, of course! Let's see how that'd work out...
First, I would significantly improve player agency in the choice of perks. Having to go through a hundred rerolls for a single weapon is both frustrating and pointless. I would go as far as letting players cherry-pick the perks and elements they want within the list that is made available to a given archetype.
To balance this out, I would increase the "cost" of upgrading in two ways: currency cost and time cost. Getting a perk slotted on a weapon template [b]should cost a premium[/b]. And by premium, I mean several Legendary Marks, a lot of weapon parts and a truckload of glimmer. Make it high enough that people can't copy/paste their favourite roll on every single weapon they own without a thought. In terms of time, Banshee-44 could only [b]reforge a limited number of gun/perks for you per week[/b], based on your reputation level with him. Not only that, the gun a player wishes to modify would be [b]made unavailable for the duration of the reforging process[/b]!
Second, I would [b]extend weapon rerolling to gear reroling as well[/b]. Same costs. Same delays. This way, a player could absolutely pinpoint what perk, element and bonus he has available on every single piece of gear he uses!
Variations of this system could include having a rotation of perks "on sale" every week ("Discount on [i]Headseeker[/i] this week! Make your Pulse Rifles deadlier... for a killer price!!!) or even Foundry events ("SUROS week! More precision. More customization. More savings. SUROS!).

Bump! And you're right, legendary drops now suck. I use to look forward to getting Legendary engrams. Now, they're just marks. However, where you're wrong, is the area of the grinding. Grinding for those perfect drops, or something more akin to what each of us prefers, is exactly what Bungie/Activision wants us to do. Because, that means we're playing the game that they are completely aware of it lacking any real replay-able content.
