What is Bungie's restriction/banning policy?

I just ran into a player that was lagging so bad the entire game. And guess what? I remember him from Iron Banner. Yes, he was lagging so bad, I remember him. I am positive that my entire team (all clan mates) reported him using the in-game reporting system. It seems like Bungie would automatically restrict accounts from PvP if they receive X amount of reports against said player. So I am asking any Mentor or BNG employee that happens to stumble onto this post; What is you guy's banning/restricting policy. Because this isn't the first time something like this has happened to me. Recently, I ran into a guy that I played Trials against in Iron Banner, and he was lagging just as bad as he was in Trials. Again, me and my team all reported the guy. (His teammates actually had excellent connections) Yet, it's apparent that Bungie hasn't taken action against these players. And I can't report them through that form that you guys implemented for cheaters, because he wasn't cheating. (This may be off topic) Personally, I think that consistently having a bad connection is cheating. So again, I ask; What is you guy's banning/restricting policy? Because apparently, it is almost ineffective. Edit: If this belongs in #Feedback, let me know, and I can move it. I couldn't decide whether it should be in #Help or #Feedback.

    Hi Xur Though I am Neither an employee or mentor maybe i can help till one of them see this post. The system of instant bans after a certain amount of reports does not work because it is too easy to be abused. If an entire clan or group of friends didn't like an individual they could simply all report them and get them banned. The way it works is if a player receives reports Bungie's internal team investigates the player and determines if they are hurting the wellness of pvp and to what detriment. This will determine if they add restrictions or bans.For the person you mentioned they may have not gotten to him yet or may have found him not requiring of any restrictions. That I cannot say. Here are a few reasons for bans [quote] Connecting to the Destiny game service with any of the following: Modified game software Modified game assets Modified console hardware Modified console firmware Using an external program to modify the operation of the Destiny game software (trainer or mod) Using an external program or device to automate gameplay or circumvent idle detection Modification or interruption of Destiny network traffic with intent to disrupt other players’ experiences or to gain advantage in the game Intentionally deriving gameplay benefit from another user’s behavior in the above categories Unauthorized access to Destiny software or downloadable content (game piracy) Impersonating a Bungie, Microsoft, Sony, or Activision employee [/quote] They have also stated they will be considering lag as well as it can disrupt other people gaming experience.       Bungie actually has a help article available which outlines their ban and restriction policy. You can find that here: https://www.bungie.net/en/help/article/11929 Having a bad connection constantly (to the point where the experience for others is being ruined) is enough to warrant a restriction.       • Not like the guy intentionally lags sometimes. With the new introduction of Skill Based Matchmaking the system puts you with players from who knows where. The game stopped pairing you with local players vs people on your same level. Also your suggestion with auto restricting after so and so report could be abused that's why Bungie looks through all logs before handing down judgment.

        • There are two different punishments in Destiny. Restrictions and Bans. Restrictions are temporary and can last for a few days to several months. Bans on the other hand are permanent. Both of these cannot be disputed and appealed to Bungie nor will they tell you how long it'll last if it's a restriction. If you have been restricted/banned then the Bungie security has acquired enough metadata to rightfully convict you. Also note that having really bad can get you restricted from Crucible.
