Redbull quest not available

So I THOUGHT that on first of January i would get RB quest for free.But the quest make the vanguard smile quest doesn't appear.I did TTK quest and got level 40.Did I misunderstood something?

I'm also wondering. I submitted several codes from the cans but only received the xp boost as a reward. No sure how to initiate the quest.
