If it's rare too use the third shot, why are you upset about not having enough time to use the fourth. It isn't that rare to be able to use all three. I didn't have a problem with it while using my Hunter for Iron Banner. I regularly see Hunters in the games I play easily use all three shots and get three kills.
Regular Golden Gun timer is 11.78 seconds.
