Guns in TTK have a totally random chance to come with the perks players would like, unless they are sold with those perks in a shop. Although the perk selection was removed with the 2.0 update, the chance of players actually receiving a gun with their desirable perks is very low, which makes this re-addition of perk selection necessary.
Despite my obvious support for adding this mechanic back into the game, I understand that players simply using their plentiful amounts of motes to reroll their perks until they get the optimal perkset is unfair to other players that haven't yet amassed a large pool of resources and can't utilize this tactic to get their dream gun. My suggestion to combat this unfair advantage would be to change the requirement from a set amount of motes of light to an amount of experience, requiring players to complete content in order to change their perks on their weapon while also allowing players that have large amounts of resources to maintain an advantage (as motes of light provide experience for weapons, but experience is easily available all throughout the game).
Some of my additional thoughts on this addition would be the amount of experience needed to reroll a guns perks, which could be unlocked only after all perks have been unlocked or gain a much lower amount of experience independently, allowing players to more easily implement changes in their guns. As a player, I'd prefer the easier, standalone requirement, but could understand that if you chose to implement this update as requiring all perks to be unlocked before they could be changed. I am also vehemently opposed to requiring materials like strange coins or motes of light because it offers an unfair advantage to older players, while experience or even legendary marks would treat the update with much more equality.
