I think your jist looking for a story that isnt there. Bungie prob called them the nine because it sounds cool and nothing more. And you just happened to make nonsense up from his dialogue. No hate, im just saying its pretty unlikely that there is a deeper meaning to xur

The cards are here to prove the facts. The hints are always there we just have to figure it out... (Which sucks because the story should be really seen in this game. A shame because destiny have such a wonderful lore)

Yeah even if there were a deeper meaning to xur, it's probably locked deep inside the mind of some concept artist. Xur was probably the brainchild of some guy who either randomly came up with a name and a minuscule story or someone that thought it was better to keep him a mystery. It's obvious that bungie likes to put random neck-beard tag lines in their game to appeal to people. Half the weapon descriptions are just action-movie-esque tag-lines/confusionisms that serve no purpose other than giving neck-beards something to emulate when they create their Reddit signature. It's only rarely that the grimoire/lore ever actually leads to something genuinely insightful.

The exotics finish up their story nice and quick (except for TLW, thorn, and pocket infinity) The nine have been referred to multiple times so I'm not so sure they should be so quickly disregarded .

The nine are definitely a huge part in the lore, right now, they are not important, but I'm sure we will learn more

They never come out and directly do anything but they shape most of the events around us like they're setting up the stage. I have suspicions that Rasputin and the stranger are in on it too seeing as how Rasputin is supposed to give us all the help we need to fight the darkness but when that mysterious someone woke him up, he seems to only give us a minimum "only what we need" The stranger seems to be fighting for the light and yet she was not forged in it. Based on that I could be assumed that she was given life by the nine and now she works for them.

Interesting idea, Rasputin definitely is being careful and gives us the sleeper simulant, but only because it is the one in need of protection
