Despite all prerequisites having been met, the perk "Air Control" is grayed out and unable to be unlocked. Attached is a screenshot showcasing said bug in action. UPDATE - It seems that gaining additional XP for the headpiece results in "Air Control" unlocking. It's not unlocking at the correct XP amounts, however, so an issue still exists.
