The final bosses can be soloed but with the exception of Crota End, VOG and Kings Fall can not be completed in their entirety by a single player. The mechanics won't allow it.

They are saying that with the exception of Crota's End, the raids cannot be completed in its entirety, solo.

Except for VoG which 2 at min need to be there (and 3 min for war priest)but other than that they can all be soloed
